About Crown Information Sessions: Crown Information Sessions are back at YRP. As a reminder, the Crown Information Session initiative at YRP brings in expert Crown prosecutors from the Ministry of the Attorney General (MAG) and the Public Prosecution Service of Canada (PPSC) who have kindly agreed to deliver regular sessions throughout the year on a variety of topics that are of current importance at YRP. The Crown prosecutors who attend these sessions are from our local Newmarket MAG office, PPSC agent supervision for Newmarket or specialized offices working out of Toronto. They are all Crowns with a particular expertise in the area that they are speaking on and we are so grateful for their participation in these valuable learning opportunities. These sessions are a great source of information for frontline officers, members in CIB/Investigative Units, supervisors and/or civilian members. All members of YRP are welcome to attend. Registration is required.

 

This Session: On Friday, July 4, 2025, YRP will be hosting a Crown Information Session on the topic of Legal Aspects of Apprehending Mentally Distressed Individuals

 

Assistant Crown Attorney Esti Azizi (Minstry of the Attorney General), Clinical Manager Shawn Senecal (Ontario Shores Centre for Mental Health Sciences) and Sgt. Lisa Boon # 1150, (YRP Mental Health Resources) will be presenting. Detective Sergeant Organ #1617 and Staff Sergeant Woodland #1606 will be acting as moderators for the panel in collaboration with YRP Legal Services. 

 

This presentation delves into the legal intricacies of apprehending individuals with mental health issues. Officers will gain insight into the legal framework for mental health apprehensions focusing on bail hearings, hospitalization, risk assessments, and the potential overlap between arrest and health interventions.

The following topics to be covered on July 4, 2025:

  • What the Crown requirees from you for a bail hearing;
  • What a doctor requires from you to hospitalize an individual under Form 1 rather than release;
  • Conditions for release to consider;
  • Distinctions between Form 49 of the Criminal Code and Form 2 of the Mental Health Act;
  • Arrest and mental health apprehensions are not mutually exclusive choices.

 

This session will take place In-Person at YRP Headquarters with a Zoom Webinar link provided to registrants who are unable to attend. We encourage members to attend in-person.
