Explosives Act and Regulations and Precursor Legislation Workshop - This event has already occurred

Event Details:

York Regional Police- Tactical Intelligence Unit is hosting a workshop/presentation on Explosives Act and Regulations and Precursor Legislation by the NRcan.  This is an excellent training opportunity, particularly for our Intelligence, ERU and CIB members.

 

The workshop is scheduled for Thursday, February 20, 2025 from 10:00 AM to 12:00 PM at TEB (Stouffville Room).

 

NRCan is the federal regulator for commercial explosives, explosives precursor chemicals, pyrotechnics etc. They provide outreach and assistance to Law Enforcement on a regular basis. They present at the Canadian Police College on all Basic Explosive Disposal Technician Courses highlighting the Explosives Act and Regulations.  They also support Interpol’s Chemical Explosives Anti Terrorism Program by providing SMEs at Capacity Building courses and workshops for Law Enforcement and Regulators in the Middle East, North Africa, and SE Asia.

  

Presentation:   

  • Role of the Explosives Regulatory Division
  • Licensing & Inspections, Technical Operations, Restricted Components
  • Canadian Explosives Research Lab capabilities- blast modelling, explosives analysis, characterization of explosives etc.
  • Regulated Activities and Regulated Explosives ( High and Low Explosives)
  • Importation/Exportation of Explosives, Manufacturing and Storage of Explosives, Security Screening and Transport, Inspections
  • Enforcing Compliance

 

  • Restricted Components (known as explosives precursor chemicals)
  • NRCan federally regulated Explosives Precursor Chemicals
  • Tier 1,2,3 explosives precursor chemicals and which ones are commonly used in the production of homemade explosives
  • Regulatory requirements for sellers of explosives precursor chemicals
  • Outreach with sellers
  • Incident/Investigation Unit
  • Provide Police Services with advice related to their Explosive Act investigations and Criminal Code investigations related to the misuse of explosives
  • Provide Police Services with all charges/wordings for all Explosives Act offences and Criminal Code offences related to misuse of explosives, all within presentation
  • Explosives Act is a federal statute, with summary conviction and indictable offences.
